SSgt Harper was assigned as a Forward Observer to Battery B, 6th Battalion, 29th Field Artillery and attached to Company D, 3rd Battalion, 12th Infantry, 4th Infantry Division, when he volunteered to accompany a reconnaissance patrol up a hill known to have enemy fortifications. The patrol was soon engaged, with the enemy using mortars, rockets and small arms. SSgt Harper remained forward to adjust the artillery strike on the enemy force.
