For meritorious service in connection with military operations against a hostile force in the Republic of Vietnam during the period September 1966 to September 1967. Lieutenant Spigarelli distinguished himself while serving as Executive Officer of Headquarters and Service Battery, and later as Forward Observer from Battery B, 6th Battalion, 29th Artillery. As Executive Officer he expertly handled the battery's administrative functions and played a key role in base camp development and beautification. His untiring personal efforts were instrumental in fabricating permanent buildings, shower facilities and a movie theater which greatly improved the morale of the troops. In addition he shouldered the responsibility of employing civilian laborers, dealing with them diplomatically and achieving a remarkable record of productivity. In February 1967, First Lieutenant Spigarelli was attached to an infantry unit as an Artillery Forward Observer. His skill in directing artillery fires and his courage on the field of battle not only served as an inspiration to his men, but also contributed to the successful completion of every operation in which he participated. Throughout his tour First Lieutenant Spigarelli's administrative ability, professionalism and devotion to duty have been in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
